This release focuses on the Phase Rush haste-channel rework, Discipline/Four Leaf Clover retirement, raid reliability and sharding capacity, Tower combat accuracy, healing leaderboard coverage, and several new API/admin/QoL improvements.
Phase Rush's haste grant was reworked twice during this cycle:
35% bonus haste → +20 base stat haste
The final base-haste value is race-scaled:
Base haste is no longer affected by the Titan haste-effectiveness debuff.
Base haste no longer contributes to bonusRatio(), preventing Phase Rush from converting its own haste grant back into additional damage.
Fixed the Phase Rush hit-window bug where the authored window_sec field had no alias to the reader's duration field. The window previously read as 0, causing hit stacks to never expire.
Phase Rush JSON keys changed from haste_pct → haste_flat → haste_base.
Primal/Arcane Dominance was also reclassified from folded-in basestat values to explicit post-percent flat bonuses. This corrects Brute Force's multiplier calculation, which was previously using a Dominance-inflated baseline.

Added RaidEventManager stale-arm self-healing with a 3h + 15m backstop.
Raid state can now force-clear itself instead of remaining permanently stuck in another_raid_active.
RemoveWorldEvent teardown steps are individually protected so one stale cleanup reference cannot prevent later raid-disarm logic from executing.
Added stale teleport-state cleanup for instance exits and safe instance transfers.
Region wave teardown now retries force-killing mobs after a brief 250ms dispatch failure.
Raid sharding has moved from raids/schedule.json into a new:

The new structure supports global defaults and per-raid overrides.

This is a real server-wide capacity increase, not simply a configuration restructure.
Healing credit now includes:
AugmentUtils.applyLifeSteal now returns the actual healed amount so these effects can be recorded accurately.
Reckoning's execution-heal mechanic was removed entirely, including its cooldown and sync bridge.
The previous cycle introduced the new Ultimate-tier XP reward but failed to enable the daily-boss cooldown gate.

If reflection can no longer read the upstream pending-ACK counter, the system performs an unconditional ACK clear once the self-heal interval expires instead of assuming the UI is healthy forever.
