Fixed

Added the Patchwork runtime version and passive heartbeat capability to the packaged telemetry descriptor. Tamework and other shaded hosts no longer report that Patchwork's passive telemetry descriptor is incomplete when a player becomes ready.
Generated the descriptor version from the Gradle or Maven project version so release updates do not require a separate hard-coded telemetry version.
